Yes, there’s several ways to exploit the XP off buff allowing for tons of twinks to go against non twinks. Most of the time it’s just free to play accounts at level 20 queuing into games without the XP off debuff. With the level squish, you can farm gear from stuff such as BfA and Legion greens which come with amazing stats for low levels. 39s are IMO the most interesting bracket, because no class is really head and shoulders above anything else, like hunters/rogues in 19 and 29 brackets. Every class has a few different specs they can play and do well with. My personal favorite was Warrior.
