So the only loot chance you have are Drawers and Hidden stashes (I have done like 15 Stash raids with 10-11 hidden stashes each raid, and I have found 0 Flash drives). Check USEC building, blue computer van, tent camp near dorms, ground and second floor of Dorms (2 computers and I believe a bed on which it can spawn) and the computers in Big red.
