Does starting a ng+ change the soft caps on stats? I'm about level 35 on strength and dexterity... Worth investing more?.

It really depends on weapon, some DEX weapons benefit more from a little strenght after 40, some scale nice to 60, others after. Best check mugen for specific weapon and stats.
