A check of the owners manual should point out that this is an overheat alarm and that just because the water pump is working does not mean the engine is cooling properly. I have been experiencing the exact same issue. Well, I just figured it out and now it steers real easy. There is a screw on the starboard side of the pivot housing. Back that screw out about 1/4 turn and see if that's it. That's a ease of steering adjustment, I guess.
