After every vote without a winner the two Civilizations with the most delegates, get an extra delegate for the next vote. So the best way (I discovered so far) is to free citystates from other nations. The more citystates exist the more delegates are needet for Victory. I know I should prioritize diplomatic favor, be suzeran of many city-states as possible and not fall too far behind in all the other things (science, culture, gold, etc), but I feel it's a victory type without a very obvious path so any help is useful, thanks in advance!!!
