The scenic route is driving highway 12 from Bryce to highway 89 and then highway 9 to Zion. That brings you in to Zion through the iconic east entrance and allows you to enjoy the scenery/viewpoints on the east side of the park. I wouldn't prioritize seeing the east side of Zion over stopping at Kannarra Falls. That would be a mistake.
Just to clarify a couple of things. Zion doesn't close because of flash flooding, but the Narrows might. That is only one hike within Zion, there are many other trails you can hike that don't have any issues with flooding. Zion is the most popular national park in Utah and the 3rd most popular in the US. The fact that the shuttle buses are running in May is a good indication of how busy the park will be. And just because a shuttle stop isn't at a hotel, doesn't mean people won't be walking there from nearby hotels.Here’s reasonable plan from Phoenix. You would be doing a loop - Vegas - Sedona - Grand Canyon - Page - Zion. Six days really isn't enough time to cover all those destinations unless you don't mind a check the boxes kind of trip.
